The Independent Commission for the Location of Victims' Remains was established by treaty between the United Kingdom Government and the Government of Ireland, made on 27 April 1999 in connection with the affairs of Northern Ireland, in order to locate 16 missing Irish and British people presumed murdered during The Troubles.
