Mexico Finalizes Phased Cruise Passenger Fee Agreement with Industry Leaders

Starting July 1, 2025, cruise passengers docking in Mexico will pay a $5 fee, gradually increasing to $21 by 2028, under a deal designed to balance revenue needs and tourism competitiveness.
