Zuid-Holland Pushes Back Free Off-Peak Transit Pilot for Low-Income Residents Again

The province cites ongoing system setup and operator coordination and says it aims to finish OV-chipkaart integration of the Dal Vrij product this year.

  • Provincial executive Frederik Zevenbergen apologized for the renewed delay and said officials are working to complete the system before year-end.
  • The pilot would allow eligible residents to travel free after 09:00 on weekdays and all day on weekends within covered networks, excluding most NS trains and transit in and around The Hague and Rotterdam under MRDH.
  • Eighteen of the 29 eligible municipalities have signaled participation and will set income thresholds and directly notify residents who qualify.
  • The rollout was first targeted before summer and then early October, but testing and alignment with transport operators have taken longer than expected.
  • Political and budget support remain in place under the coalition accord, with €2.5 million per year earmarked for 2025–2029, including coverage such as buses and the MerwedeLingelijn.
