ZIS Report: Injuries and Cases Down in German Football as Pyrotechnics Violations Surge

Officials press clubs and venues for tougher prevention measures.

Overview

  • The ZIS counted 1,107 people injured across Bundesliga, 2. Bundesliga and 3. Liga matches in 2024/25, a drop of more than 17% from 1,338 the season before.
  • Police initiated 5,197 criminal proceedings, down 22% year over year, with about half involving bodily harm, resistance, breach of the peace or property damage.
  • Attendance climbed to roughly 32.95 million spectators, yet police still recorded about 2.6 million working hours that the report continues to rate as a heavy burden.
  • Pyrotechnics misuse rose 73% to 4,783 violations, with 95 injuries linked to these incidents, and ZIS chief Michael Madre urged organizers to counter such behavior more decisively.
  • North Rhine-Westphalia Interior Minister Herbert Reul called more than 1,000 injuries unacceptable and pressed clubs and stadium operators to act, while the Dachverband der Fanhilfen said claims of rampant violence are distorted.
