Zimbabwe Admits Seven Fintech Projects to Securities Sandbox

It allows supervised live tests of tokenization pilots that will generate evidence to shape future securities rules.

  • The Securities and Exchange Commission of Zimbabwe approved seven projects to enter its securities-focused regulatory sandbox on Friday, July 24, 2026, allowing supervised live testing but not granting automatic commercial licences.
  • Approved participants are Zimbabwe Entrepreneurship Exchange, Ndarama Standard, Questview Brokers, Crowdaxe Capital, Procode Platforms, Financial Securities Exchange (FINSEC) and Colmin Resources Zimbabwe.
  • Four of the seven projects centre on tokenization of assets, infrastructure or securities, while the cohort also includes crowdfunding and synthetic trading pilots.
  • Each participant must follow an approved testing plan with customer limits, transaction exposure caps, risk controls, disclosure rules and a minimum 12-month reporting period, and SECZ can tighten conditions or revoke admission for non-compliance.
  • The sandbox complements the RBZ’s 2021 fintech sandbox and builds on the 2025 Virtual Assets Act, and tokenization tests do not replace separate RBZ VASP registration or AML obligations for custody, exchange or transfer services.
