Zelensky Enforces NSDC Sanctions on Mindich and Tsukerman in Energy Corruption Probe

The decree tasks Ukraine’s diplomats to seek parallel restrictions from international partners.

Overview

  • Presidential decree No. 843/2025 implements personal sanctions that block assets, restrict trade, prevent capital outflows, and suspend licenses and permits for Tymur Mindich and Oleksandr Tsukerman.
  • The measures also provide for the revocation of Ukrainian state awards and other distinctions for the sanctioned individuals.
  • The Ministry of Foreign Affairs must notify the EU, the United States, and other countries about the move and raise the imposition of similar measures abroad.
  • NABU’s Operation Midas, announced on November 10, targets alleged influence over strategic state firms including Energoatom, with searches conducted at Mindich’s premises and at the residence of Justice Minister German Galushchenko.
  • Law enforcement detained five people and approved suspicion notices for seven on November 11, while officials say Mindich left Ukraine before the searches and reports indicate Tsukerman is abroad, with Ukrainska Pravda highlighting possible leaks and the timing of a Yermak video as NABU and SAPO release case audio.
