Zelensky Appoints Olha Reshetylova as Ukraine’s First Military Ombudsman

The new watchdog will begin work only after required registrations, security checks, systems are in place.

Overview

  • Decree No. 792/2025 published on October 16 formalizes Reshetylova’s appointment, and a separate decree released her from her prior role as presidential commissioner.
  • The office will formally open the day after an official notice appears in Government Courier or Holos Ukrainy, a publication that Reshetylova says will not appear soon.
  • Foundational steps underway include registering the legal entity, completing special vetting for leadership, selecting premises, creating seals and forms, and onboarding into state document systems.
  • Reshetylova cautions that complaint processing may slow during the transition but pledges that servicemembers’ submissions will continue to be reviewed.
  • A single-window channel for complaints is being developed to enable a short phone number, messaging apps, and other contact options, and the law sets a five-year presidential appointment with a two-term limit and a mandate covering servicemembers, reservists, territorial defense volunteers, eligible law enforcement, and foreign personnel in service.
