Overview

• Officers were dispatched around 8:30 a.m. Thursday to the first block of East Maple Street for reports of two armed intruders kicking in doors.
• An affidavit states Johnny Ly pointed a pistol at a 21-year-old woman and took her cell phone during the robbery.
• Police say two men ran from the home as officers arrived, and Ly was taken into custody near Charles Lane and South Duke Street after fleeing on foot.
• Ly, 25, of Windsor, faces charges including robbery, burglary, simple assault and evading arrest, and he is jailed on $100,000 bail.
• Following a bystander video of the arrest, the police commissioner said the stop was a high-risk response to an armed home invasion and initiated a review.
