Overview
- Chief Minister Mamata Banerjee announced the scheme after cabinet approval, offering a one-time Rs 5,000 on return plus Rs 5,000 a month for up to 12 months or until employment is arranged.
- The Labour Department is the nodal agency, with a dedicated portal set to register beneficiaries and issue identity cards.
- Eligible workers will be linked to ration and health cover under Khadya Sathi and Swasthya Sathi, receive skill training via Utkarsha Bangla, and get job cards under Karmashree, with community kitchen accommodation and school placement support where required.
- Banerjee said roughly 22.4 lakh workers from Bengal are employed outside the state and that about 10,000 people have returned in recent months after reported targeting.
- The Chief Minister framed the initiative as a response to detentions and deportations of Bengali-speaking migrants in several states and alleged a mental health survey by AIIMS Kalyani is being used for an NRC-style exercise.
