Watchdog Slams NZ Police Leadership Over McSkimming Case as Government Moves to Install Inspector General

Former commissioner Andrew Coster is on leave during an employment probe after the IPCA detailed interference, bypassed safeguards and harm to the complainant.

Overview

  • An IPCA report found serious misconduct by senior police in handling complaints about ex–deputy commissioner Jevon McSkimming, including attempts to influence the inquiry and acceptance of his narrative.
  • The complainant, referred to as Ms Z, was initially charged over more than 300 emails before the charge was withdrawn, which the authority said reflected institutional disbelief.
  • The government accepted all recommendations and will establish an Inspector General of Police to strengthen independent oversight and integrity protections.
  • Police Commissioner Richard Chambers called the conduct inexcusable, apologized to the woman, said most implicated leaders have left, and appointed an independent King's Counsel to run employment investigations.
  • Police Minister Mark Mitchell said 36 emails about McSkimming sent to his office were withheld under a protocol from the Commissioner’s office, and McSkimming last week pleaded guilty to possessing child sexual exploitation and bestiality material.
