Overview

  • The USAID inspector general’s August 11 report found no systematic monitoring of 5,175 Starlink terminal deployments.
  • Over half of the terminals identified as active were located in territories fully or partially occupied by Russian forces.
  • The audit concluded that USAID knowingly accepted higher misuse risks in order to restore civilian connectivity swiftly.
  • The review did not determine how devices reached occupied zones or whether they supported military operations.
  • USAID defended its approach as necessary given dangerous frontline conditions and urgent communication disruptions.
