The signing comes after the Commanders released veteran defensive tackle Jonathan Allen last week, freeing up $16.3 million in salary cap space.
Kinlaw recorded a career-high 4.5 sacks and 25 pressures last season with the New York Jets, starting all 17 games.
General Manager Adam Peters, who was involved in drafting Kinlaw in San Francisco in 2020, sees him as a key addition to a defensive line rotation with Daron Payne and Jer'Zhan Newton.
The Commanders, ranked near the bottom of the league in run defense last season, aim to improve their performance with Kinlaw's presence in the interior.
