Walz to Call Special Session on Gun Laws After Annunciation School Shooting

Prospects remain uncertain given a narrowly split Legislature with Republican leaders prioritizing school security and mental health.

Overview

  • Gov. Tim Walz said Tuesday he will reconvene lawmakers and prepare a very comprehensive proposal that could include an assault-weapons ban, safe-storage rules, liability insurance, red-flag law improvements, and expanded mental-health funding.
  • Mayors from Minneapolis, St. Paul, Bloomington, and other suburbs urged lifting the 1985 state preemption so cities can enact firearm restrictions and pressed for statewide bans on assault weapons and high-capacity magazines.
  • Control of the Legislature is effectively even, requiring Republican votes for passage, and House Speaker Lisa Demuth criticized the rollout while signaling openness to school security funding and mental-health resources after speaking with Walz.
  • Authorities say the shooter, 23-year-old Robin Westman, fired 116 rifle rounds through the church’s stained-glass windows during a school Mass, killing two children and injuring 21 people before dying by suicide, and left writings expressing broad hatred and admiration for mass killers.
  • Hospitals reported continued care for victims, including one child in critical condition at Hennepin Healthcare and another child still hospitalized at Children’s Minnesota, as Annunciation has yet to resume classes.
