Wagner Park Reopens with 10-Foot Elevation and Concealed Floodwalls

The redesign features rainwater recycling, native salt-tolerant plantings, public art, with a fully electric Pavilion set to open in phases.

Overview

  • The 3.5-acre park has been raised 10 feet to conceal an 18-foot floodwall that shields the shoreline against a 100-year storm and anticipated sea-level rise into the 2050s.
  • An underground 63,000-gallon cistern and advanced stormwater management system capture and recycle rainwater for irrigation and habitat restoration.
  • Designers reused salvaged stone and wood, installed heat-reducing paving and DarkSky-compliant solar lighting to enhance environmental performance.
  • Thomas Phifer and Partners’ fully electric Pavilion will debut with classrooms and restrooms this fall and a restaurant in 2026 under a Zero Carbon Certification pursuit.
  • The project marks the first phase of the $1.7 billion Lower Manhattan Coastal Resiliency program, with North/West Battery Park City defenses set to start later this year.
