Vox Breaks With PP in Valencia, Defeats Low-Emission Zone Ordinance

The surprise no vote leaves the city exposed to a potential loss of roughly €115 million in EU-linked funding.

Overview

  • The PP was the only party backing the ZBE text in the Oct. 28 plenary, as Vox joined Compromís and PSPV-PSOE in voting it down.
  • The draft would have limited access for no-label vehicles registered outside the province until the end of 2026, with city-registered restrictions delayed to 2028.
  • Mobility councillor Jesús Carbonell said he is willing to enlarge the perimeter to cover the entire city after the defeat, though no alternative has been agreed.
  • Vox spokesperson José Gosálbez called the measure an imposition from Brussels and the Sánchez government and said the party voted to defend freedom of movement.
  • Opposition leaders warned of EU sanctions and repayment of transport subsidies, demanded Carbonell’s resignation, and urged Mayor María José Catalá to end the pact with Vox.
