Overview
- People who missed the second round held on Sunday must submit a justification by January 8, 2027 using the e‑Título app, the TSE portal, or in person at an electoral cartório.
- On election day the TSE allowed a same‑day justification window from 08:00 to 17:00 without documents only for citizens who were voting outside their electoral domicile.
- Each election turn is treated separately so a missed first round requires its own justification by December 3, 2026, and accepted justifications are recorded on the voter’s title.
- The fine for an unexcused missed turn is R$ 3.51, payable via e‑Título, the TSE auto‑service or at a cartório by Pix, card or boleto, with hardship claims decided by a judge.
- Failure to justify or pay for three consecutive unexcused turns risks cancellation of the Título de Eleitor and practical losses for citizens such as barred voting and candidacy, exclusion from public exams, and restrictions on passports and benefits.
