Voter Rolls Cut as SIR Flags Millions for Removal

The Election Commission says most exclusions are provisional and will be settled through statutory claims-and-objections overseen by appointed observers.

Overview

  • The Special Intensive Revision (SIR) has marked tens of lakhs of electors as absent, shifted, deceased, duplicate or otherwise uncollectable, with state reports showing roughly 34 lakh in Haryana and more than 58 lakh in Karnataka flagged for removal.
  • Digitisation of filled enumeration forms is uneven and incomplete, slowing verification and shaping who appears in draft rolls — Delhi had about 41% uploaded by July 23 while some Karnataka districts and Belagavi report over 70–80% completion.
  • A large share of exclusions are labelled 'permanently shifted,' reflecting urban migration and relocation of students and workers and prompting many transfers between neighbouring towns and booths.
  • Officials emphasise the exclusions are not final and say statutory claims-and-objections windows, hearings by electoral officers and appeals routes will allow genuine voters to be reinstated before final rolls are published.
  • The SIR has strained local administration: courts in Delhi have asked the Election Commission to explain mass deployment of school teachers as BLOs, and senior IAS observers have been posted to monitor the coming claims-and-objections and finalisation phases.
