Voin Center Formalizes Four-Tier Cadet Distinctions as Vladivostok Plans Move Forward

Trutnev says veterans from the 155th Marine Brigade are being considered to lead the planned Vladivostok branch.

Overview

  • The state-run Voin military-patriotic center introduced a four-step distinction system for cadets aged 14–17, from Cadet-Recruit to Cadet-Guardsman.
  • Each level is awarded for mastering training programs, public activity and competition results, with a ceremonial chevron worn on the right sleeve.
  • The highest level, Cadet-Guardsman, can be granted early for demonstrated heroism and civic responsibility.
  • Trutnev identified funding and staffing as the main hurdles to opening the Vladivostok branch, noting he discussed financing with Prime Minister Mikhail Mishustin, who expressed support for Primorye and the Far East.
  • Created by presidential order on December 1, 2022, Voin now operates branches in 21 regions across Russia.
