Vista City Council Passes Sanctuary-Style Resolution in 3-2 Vote

The decision positions Vista within a broader local push to limit immigration-enforcement cooperation.

Overview

  • After a special meeting that ran more than five hours, the council approved the Community Safety and Due Process Resolution by a 3-2 margin with Mayor John Franklin and Councilmember Jeff Fox opposed.
  • The measure directs the city to publish Know Your Rights information, restricts immigration enforcement in non-public city properties without a warrant, and limits sharing of sensitive data unless required by law.
  • Council chambers were filled to capacity with an overflow crowd, and sheriff’s deputies estimated more than 525 people attended as over 100 speakers addressed the council in person and online.
  • Supporters, including members of St. Francis of Assisi Catholic Church, the San Diego Organizing Project, and Sowing Seeds of Dignity, rallied outside City Hall and urged passage as a protection for vulnerable residents.
  • Franklin criticized the resolution as harmful to public safety and to collaboration with federal agencies, arguing Vista has not seen large-scale ICE actions and asserting most residents oppose the policy.
