Vingroup, Telangana Sign $3 Billion MoU for Smart City, EV Taxis and Solar Projects

The deal marks Vingroup’s largest potential project outside Vietnam, pending follow-up agreements.

Overview

  • Signed at the Telangana Rising Global Summit, the non-binding pact proposes a phased multi-sector ecosystem worth $3 billion across roughly 2,500 hectares with no disbursement timeline disclosed.
  • A 1,080-hectare Vinhomes Smart City is planned for about 200,000 residents and is projected to create around 10,000 jobs.
  • Vingroup’s affiliate GSM aims to launch what it describes as India’s first large-scale electric taxi fleet using VinFast vehicles, with potential local EV manufacturing only under consideration.
  • The plan includes a 500 MW solar farm over about 500 hectares by VinEnergo and a V-Green charging network, alongside social infrastructure and a 350-hectare VinWonders theme park and safari.
  • Telangana will facilitate land identification and allocation, coordinate master planning and fast-track approvals, as the initiative is positioned as larger than Vingroup’s $2 billion VinFast plant in North Carolina.
