Overview
- The Xerencia de Urbanismo will register the initiation of the procedure next week and open negotiations on convenios with owners of parcels in three areas bounded by Gran Vía, Conde de Gondomar, Avenida de Madrid, Puerto Rico, Honduras and Pizarro.
- The agreements aim to secure land cessions to complete a perimeter route so the central area can be reconfigured as a large green, walkable space.
- The mechanism avoids expropriation, preserving owners’ development rights on non-ceded plots subject to conditions set in the convenios.
- Traffic would be redirected to new perimeter roads, enabling semi-pedestrian use of Praza de España as contemplated in the PXOM now in force.
- Immediate detailed studies will define aesthetic standards for new buildings on vacant plots, and no construction timetable has been announced.
