Vigo Crackdown Shrinks Registered Tourist Flats to Around 2,000

Tighter municipal planning rules plus AI-led enforcement have reduced the legal short-stay supply, raising pressure on long-term housing.

Overview

  • The Xunta registry shows 1,962 registered tourist flats in Vigo by October 2026, a drop of 463 from the July 2025 peak of 2,425.
  • The Concello says the decline follows the new Plan Xeral de Ordenación Municipal (PXOM) and a local ordinance that reclassify tourist flats as hotel-like uses and restrict authorisations to whole buildings or independently accessed floors.
  • Local officials combine on-site inspections with a contracted AI application that scans online listings to detect unauthorised tourist housing, a tool the council credits with improving enforcement.
  • The tighter rules coincided with a shift of many units into seasonal rentals and sales, leaving only 231 conventional long-term rental flats available and lifting average rents to about €731 while seasonal rents average over €1,200 per month.
  • Housing groups have staged an encampment since 12 October and a demonstration on 30 October to demand action, and industry representatives warn owners are exiting the tourist market or selling to foreign funds, a move that could further squeeze local supply.
