Vigo Asks for €107.5M to Upgrade Balaídos as Xunta Refuses to Commit

The Xunta’s demand for a finished Balaídos reform plan raises doubts about Vigo’s ability to meet FIFA deadlines for a 2030 host site.

Overview

  • This week the Concello de Vigo submitted a funding dossier that sets the minimum cost of Balaídos upgrades at €107.5 million, with more than €86 million earmarked for a new Tribuna grandstand.
  • The city proposes that Vigo, the Diputación de Pontevedra and the Xunta each contribute about €35–36 million under a multi‑year plan framed as roughly €9 million per year.
  • On Thursday the Xunta publicly declined to commit any funds, saying there is no completed Balaídos reform project, no timetable for tenders or works, and therefore no guarantees to meet FIFA’s schedule.
  • The Diputación has not taken a public position while Mayor Abel Caballero defended the plan and said RC Celta supports Vigo’s bid.
  • FIFA has not yet ruled on Vigo and its evaluation may be delayed by the lack of technical guarantees and Spain’s election calendar, a pause that would force a rethink of city budgets and could pit stadium spending against priorities such as housing and social programs.
