Victoria Unveils Draft Transit-Zone Maps for 25 Suburbs, Setting Height Caps Up to 16 Storeys

Core precincts would shift to state-controlled, fast-track approvals that curb appeals to accelerate housing supply.

Overview

  • Draft maps detail street-by-street boundaries for half of the 50 planned activity centres, with the tallest proposed buildings reaching 16 storeys in Hampton, Oakleigh, Kew, Auburn and Hawthorn.
  • Heights of up to 12 storeys are proposed for Church Street in Brighton, North Brighton, Sandringham, Glenferrie and Hughesdale, with a 10-storey cap flagged near Murrumbeena station.
  • Inner catchments within a five‑minute walk would generally allow four storeys, or six on larger blocks, and outer catchments up to three storeys, or four on larger blocks, with heritage and landscape overlays retained.
  • In designated core areas near stations and tram stops, eligible projects would be deemed to comply and not subject to VCAT review, while taller proposals must use the standard assessment process.
  • Public feedback on the first 25 maps runs through September and October, with consultation open until October 19 and all 50 centres slated for consultation by early 2026.
