Overview
- The Legislative Council approved the bill 21–16 with votes from Labor, the Greens, Animal Justice Party and Legalise Cannabis Victoria.
- The framework, called Gellung Warl, establishes a permanent First Peoples' Assembly, a truth-telling body and an accountability commission to monitor government performance.
- Parliament must assess the impact on Aboriginal people for every bill, and the legislation states it does not limit parliament's law-making powers.
- The Liberal and National parties opposed the bill and have pledged to repeal the law within the first 100 days if they form government.
