The victims are seeking more than $160 million in damages from authorities who did not seek a red flag order to stop the shooter from buying guns after they were arrested in 2021 for threatening their grandparents and vowing to become the "next mass killer."
The El Paso County Sheriff's Office has not commented on the legal notices filed by victims.
