Veracruz Journalist’s Hearing Reset to Dec. 30 as Rights Complaint Challenges Terrorism Charge

Rights advocates warn the terrorism-based case could chill reporting in a state where watchdogs have documented escalating judicial pressure on the press.

Overview

  • After the defendant invoked the constitutional time extension, Veracruz prosecutors said the continuation of the initial hearing was rescheduled for Dec. 30 at 7:00 a.m.
  • Rafael León Segovia was detained on Dec. 24 in Coatzacoalcos and formally charged under Article 311 of the state penal code, a provision associated with the crime labeled terrorism.
  • Prosecutors also accuse him of encubrimiento por favorecimiento and crimes against public security institutions, and he was placed under mandatory pretrial detention.
  • Activist Ángel Kú filed a complaint with the Veracruz State Human Rights Commission challenging the use of the terrorism statute against a journalist and seeking an investigation and non-repetition measures.
  • Press-freedom groups, including Article 19 and the IACHR’s Special Rapporteur, call for transparency, due process and protection of journalistic work, while Governor Rocío Nahle maintains the case is unrelated to his reporting and notes a joint FGE–FGR probe, with no evidentiary details made public.
