Venezuela Unveils Emergency Decree Granting Maduro Special Powers if U.S. Attacks

Caracas frames the measure as a contingency to counter a potential U.S. strike.

Overview

  • Vice President Delcy Rodríguez presented an “external commotion” decree and said Nicolás Maduro signed it, while a government source told AFP the document is prepared but not formally signed.
  • The decree would allow troop mobilization, off-budget spending, immediate control of strategic infrastructure, border closures, and temporary restrictions on certain rights.
  • Venezuela has placed its armed forces on alert and expanded militia and civilian weapons training with additional exercises and mobilization orders.
  • The United States has deployed additional naval assets in the Caribbean and carried out lethal strikes on small vessels it describes as narcotraffickers, drawing casualties and legal scrutiny.
  • Diplomatic contacts continue as envoy Richard Grenell says he is in dialogue with Maduro and the White House denies plans to oust him, with reported signals of limited cooperation such as a renewed Chevron license and regular flights to Maiquetía.
