Kwiatkowski played a key role in awarding PSG a stoppage-time penalty for handball against Newcastle, a decision that contradicts UEFA's advice to referees.
The penalty, scored by Kylian Mbappé, resulted in a 1-1 draw, affecting the standings in Group F of the Champions League.
Newcastle must now win its home game against AC Milan on Dec. 13 and hope PSG fails to win at Dortmund to advance to the Champions League round of 16.
UEFA declined to comment on the incident, maintaining its policy not to discuss field of play decisions.
