Vancouver Watchdog Finds Ken Sim and ABC Councillors Violated Open-Meeting Rules

Sanctions are blocked because too many councillors were found in breach to form a quorum.

Overview

  • The integrity commissioner concluded that private, quorum-level meetings by the mayor and ABC councillors materially shaped at least two outcomes, including $8 million for Moberly Park and the repeal of the Climate Justice Action Charter.
  • Emails showed coordinated drafting that led to last-minute amendments in public meetings, while requested Signal messages and additional emails were not provided to the investigation.
  • Under Vancouver’s code of conduct, only council can impose penalties, yet a quorum cannot be assembled because most members were found in breach.
  • Mayor Ken Sim’s office disputed elements of the report, defended caucusing as normal democratic practice, and cited an expected taxpayer cost of about $200,000 for the investigation.
  • This is the second formal finding against ABC-affiliated officials after a February ruling involving park board commissioners, intensifying scrutiny on transparency and open-meeting compliance.
