Overview

• Rawal Rehman, 36, admitted causing death by dangerous driving after consuming at least 20 lines of cocaine and colliding with a tram on February 22, 2025.
• The impact forced his Mercedes van onto the pavement on Mosley Street where it struck Louisa ‘Lulu’ Palmisano and her parents; Lulu died in hospital from severe head injuries.
• Rehman fled the scene on foot, leaving the injured family behind, before being arrested two days later in Blackburn.
• Court was told Rehman’s van lacked a valid MOT and had several defects but none contributed directly to the collision.
• Judge Alan Conrad KC also imposed a 13-year driving ban and noted Rehman’s previous 2017 conviction for perverting the course of justice in a fatal hit-and-run case.
