Valencia Sets Six-Month Deadline to Convert Illegal Tourist Flats to Homes

The city moves to expand housing by offering eligible ground-floor units a path to residential status subject to strict habitability checks.

  • Mayor María José Catalá said owners of irregular tourist rentals have six months to request a change of use or face continued closure orders.
  • Only ground-floor properties can apply for conversion under this plan, leaving illegal upper-floor tourist apartments outside the measure.
  • Approvals will follow unit-by-unit inspections to verify ventilation, ceiling height and other habitability and technical standards.
  • A 2% per‑neighborhood ceiling on tourist apartments will apply, with any surplus eligible to be reconverted to residential use permanently.
  • Since mid‑2023 the city has issued roughly 1,000 fines and cessation orders and will keep coordinating enforcement with the Local Police and Spain’s Tax Agency.
