Uttar Pradesh to Launch Statewide 'No Helmet, No Fuel' Campaign on September 1

District-led enforcement under the Motor Vehicles Act will use fuel denial to push helmet compliance for two-wheeler riders.

Section 129 of the Motor Vehicles Act, 1988, makes helmets compulsory for two-wheeler drivers and pillion riders, while Section 194D provides for penalties for violations. (Representative photo)

Overview

  • The month-long drive will run from September 1 to 30 across the state, with petrol pumps instructed to refuse fuel to riders without helmets.
  • District magistrates and District Road Safety Committees will supervise implementation with enforcement by police, transport, revenue and district administration officials.
  • The Food and Civil Supplies Department will coordinate and monitor activities at petrol pumps, while the Information and Public Relations Department will lead public awareness.
  • Authorities cite Sections 129 and 194D of the Motor Vehicles Act as the legal basis, following guidance from the Supreme Court’s Road Safety Committee to prioritise helmet use.
  • Oil marketing companies IOCL, BPCL and HPCL, along with petrol pump operators, have been asked to cooperate, as officials frame the effort as a safety-first, non-punitive campaign with a “helmet first, fuel later” message.
