Uttar Pradesh Moves to Finalize Footwear and Leather Policy With Land and Digital Reforms

  • On August 1, Chief Minister Yogi Adityanath chaired an MSME meeting to review the draft Footwear, Leather and Non-Leather Sector Development Policy 2025 and ordered completion of cluster mapping in Agra, Kanpur and Unnao.
  • Officials were instructed to build flatted factory complexes offering efficient, shared workspaces for leather and non-leather manufacturers.
  • Land allotment processes will be overhauled with transparent, time-bound e-auctions featuring area-wise pricing and state-set rates for anchor units under the Industrial Asthan Policy.
  • A digital single-window portal will streamline approvals and deliver incentives such as capital subsidies, stamp-duty exemptions and logistics support.
  • The draft policy aims to leverage Uttar Pradesh’s 200-plus tanneries and skilled artisans to boost exports and create up to 2.2 million jobs.
