USDA Opens Phase Two Disaster Aid for Farmers on Nov. 24

The new stage targets non-indemnified, uncovered plus quality losses within a relief package topping $16 billion.

Overview

  • County Farm Service Agency offices will begin accepting Phase Two applications on Nov. 24, with an April 30, 2026 deadline covering both Phase 1 and Phase 2 requests.
  • Phase Two extends Supplemental Disaster Relief Program coverage to eligible crop, tree, bush and vine losses not included in the first round, including non-indemnified, uncovered and quality-related losses.
  • USDA reports more than $16 billion in total SDRP assistance, including over $5.7 billion already paid in Phase 1 under funding from the American Relief Act.
  • Separate disaster aid includes roughly $9.3 billion through the Emergency Commodity Assistance Program to more than 560,000 row‑crop farmers and about $705 million through the Emergency Livestock Relief Program to over 220,000 ranchers.
  • Targeted options include a Milk Loss Program with up to $1.65 million and an On‑Farm Stored Commodity Loss Program with up to $5 million, with enrollment running Nov. 24 through Jan. 23, 2026.
