USCIS Restores 2020-Style Civics Test for Naturalization, Effective Oct. 20, 2025

The change is part of a wider tightening of naturalization vetting.

Overview

  • The updated exam applies to N-400 applications filed on or after October 20, 2025, while earlier filings remain under the 2008 model.
  • The format returns to a 128-question bank with 20 oral questions, a 12-correct passing threshold, and two attempts with a 60–90 day retest window if the first try fails.
  • USCIS introduced early termination rules that end the test once an applicant reaches 12 correct answers or accrues 9 incorrect answers.
  • The agency published 28 additional civics questions and instructs applicants to name the officeholder in place at the interview, noting that some answers can change with elections or appointments.
  • USCIS says the reinstated test comes alongside tougher screening measures, including neighborhood checks, stricter good moral character reviews, and social media screening, with existing age- and disability-based exemptions and special consideration for certain older residents still in place.
