USCIS Finalizes Tougher Naturalization Screening as 128-Question Civics Test Takes Effect Oct. 20

USCIS urges applicants to use official materials due to answers that can change with current officeholders.

Overview

  • Changes apply to Form N-400 applications received on or after October 20, 2025.
  • Officers may ask up to 20 civics questions from a 128-item bank, requiring 12 correct to pass and replacing the prior 6-of-10 standard with only two attempts allowed.
  • USCIS will broaden discretionary good‑moral‑character reviews, which can include testimony from employers, neighbors or coworkers and revived community investigations not used since 1991.
  • A 65/20 exception remains for applicants 65 or older with 20 years as permanent residents, who take a reduced 10‑question test needing 6 correct with language accommodations.
  • Because some answers depend on state and recent elections, USCIS directs applicants to check official updates, with items such as naming a current U.S. senator varying by location and time (D.C. and territories have no senators).
