It reflects Washington’s demand that any ceasefire include a requirement for Hamas disarmament.

US Charge d'affaires to the United Nations Dorothy Shea speaks during a U.N. Security Council meeting to vote on a resolution calling for a ceasefire and unrestricted humanitarian access in Gaza, at the U.N. headquarters in New York City on June 4, 2025.

Overview

  • The United States cast the sole no vote on June 4 to block a Security Council draft calling for an immediate, unconditional and permanent ceasefire in Gaza.
  • US Ambassador Dorothy Camille Shea said the resolution was unacceptable because it failed to require Hamas to disarm and leave Gaza, a condition Washington deems vital to Israel’s security.
  • The resolution also demanded unhindered humanitarian access across Gaza and the immediate, unconditional release of all hostages held by Hamas and allied groups.
  • Israel launched a major offensive in mid-May aimed at dismantling Hamas and freeing hostages, a campaign that has coincided with over 54,000 Palestinian deaths since October 2023.
  • More than 2 million Gazans remain trapped under strict aid restrictions and face looming famine even after Israel lifted an 11-week blockade last month.
