U.S. Unseals Charges Against Tren de Aragua Leaders, Places Senior Commander on FBI Most Wanted List

The Justice Department alleges the duo conspired to distribute more than five kilograms of cocaine as part of their material support for the Venezuelan terrorist network.

Overview

  • A five-count superseding indictment unsealed June 24 charges Giovanni Vicente Mosquera Serrano and Jose Enrique Martinez Flores with providing material support to a designated foreign terrorist organization and conspiring to distribute at least five kilograms of cocaine destined for the United States.
  • Mosquera Serrano, a senior Tren de Aragua leader accused of directing operations across Colombia, Central America and the U.S., has been added to the FBI’s Top 10 Most Wanted Fugitives list with a $3 million reward for his capture.
  • Jose Enrique Martinez Flores was arrested in Bogota on March 31 under a U.S. provisional warrant and remains in Colombian custody pending extradition.
  • The State Department has sanctioned Mosquera Serrano under anti-terrorism executive orders and designated Tren de Aragua as both a Foreign Terrorist Organization and Specially Designated Global Terrorist.
  • The case is part of Operation Take Back America and reflects broad cooperation among DOJ, FBI, DEA, Colombian National Police and the Colombian Attorney General’s Office to dismantle the gang’s transnational networks.
