U.S. Treasury Sanctions 8 People and 12 Firms Tied to Los Chapitos’ Fentanyl Supply Network

Officials say the move uses a terrorist designation to choke off precursor suppliers driving a deadly fentanyl crisis.

  • OFAC added eight individuals and twelve Mexico-based companies to the Specially Designated Nationals list for allegedly supplying fentanyl precursors to the Los Chapitos faction of the Sinaloa Cartel.
  • Those named include siblings Víctor, Francisco, Jorge, and María Gabriela Favela López, along with associates Jairo Verdugo and Gilberto Gallardo, plus alleged front persons Martha Emilia Conde and César López.
  • Treasury said the network centered on Sumilab, sanctioned in 2023, and then relied on shell companies to keep importing and distributing chemical inputs for synthetic drugs.
  • Entities operate in Culiacán and across Sinaloa, with related activity noted in Sonora and Baja California, and all U.S.-linked assets of the designated parties are immediately blocked.
  • Treasury cited more than 500,000 U.S. fentanyl deaths and noted two of four Los Chapitos leaders are in custody as authorities expand extraterritorial tools under the terrorist label.
