U.S. to Revoke TSMC’s Nanjing VEU by Dec. 31, 2025

The move ends TSMC Nanjing’s waiver status, shifting future shipments to case-by-case licenses that could disrupt production in China.

Overview

  • TSMC says it was notified that its Validated End-User authorization for the Nanjing facility will be revoked effective December 31, 2025.
  • The company says it is evaluating the decision, is in contact with U.S. officials, and remains committed to keeping the Nanjing fab running without interruption.
  • Revocation of the VEU would replace waiver-based shipments with individual export license reviews for applicable tools and technologies.
  • The Commerce Department has already moved to pull similar waivers for Samsung, SK hynix, and Intel after 120-day notices, extending tighter controls on China-based chipmaking.
  • Bloomberg reported that U.S. officials advised TSMC to limit certain production activities, and TSMC is seeking a path forward with regulators.
