- Tariffs apply to covered wood products entered for consumption on or after 12:01 a.m. EDT on Oct. 14, 2025, following the presidential proclamation issued Sept. 29.
- New ad valorem rates include 10% on softwood lumber, 25% on certain upholstered wood products rising to 30% on Jan. 1, 2026, and 25% on kitchen cabinets and vanities rising to 50% on Jan. 1, 2026.
- The proclamation caps rates for allies at 10% for the UK and an effective 15% ceiling for the EU and Japan, and sets tariff-stacking rules that prioritize other programs such as auto tariffs and specify when 232 duties displace or add to existing measures.
- Because Section 232 duties stack with trade remedies, the effective charge on Canadian softwood lumber is expected to reach about 45.19% when combined with current antidumping and countervailing duties.
- Commerce and USTR are directed to monitor imports, negotiate with partners, report updates by Jan. 1 and March 28, 2026, and consider adding more wood products, with analysts warning of higher costs and potential delays for construction and hospitality projects.
