U.S. Sanctions Global Network Supplying Houthis with Weapons and Stolen Ukrainian Grain

The sanctions target financial facilitators, companies, and digital wallets linked to Iran-backed operations aiding Houthi attacks on Red Sea commerce.

  • The U.S. sanctioned a network coordinated by Sa’id al-Jamal, a senior Houthi financial official backed by Iran's IRGC-QF, for supplying weapons, dual-use materials, and stolen Ukrainian grain to Yemen.
  • Two Russia-based Afghan brothers, Hushang and Sohrab Ghairat, played key roles in facilitating shipments, including stolen Ukrainian grain from Crimea to Yemen in 2024.
  • The network utilized the Russia-flagged vessel AM THESEUS, owned by Hong Kong-based AM Asia M6 Ltd, to smuggle goods, with two Russian nationals serving as captains during the operations.
  • Eight digital asset wallets used by the Houthis to transfer funds associated with their activities were identified and sanctioned by the U.S. Treasury Department.
  • The Houthis have used materials acquired through this network to conduct attacks on commercial shipping in the Red Sea, threatening global navigation and commerce.
