US Rescinds Chip-Design Software Export Curbs to China

This move forms part of a framework deal tying the lifting of US export licensing to China’s pledge to speed rare-earth mineral exports.

Overview

  • The US Commerce Department informed Synopsys, Cadence and Siemens that export-license requirements for electronic design automation software to China have been lifted effective immediately.
  • Synopsys confirmed receipt of a Bureau of Industry and Security letter and said it will restore access to restricted products in China within three business days.
  • Siemens has resumed sales and support to Chinese customers and restored full access to software and technology classified under ECCNs 3D991 and 3E991.
  • The reversal follows London talks that linked US relief on chip-design curbs to Beijing’s earlier commitment to accelerate approvals of critical rare-earth mineral exports.
  • Shares of Cadence and Synopsys jumped about 6–7% as the industry regained clarity on market access after last month’s six-week licensing requirement.
