Overview

  • On July 17, U.S. diplomat Seth Bailey briefed U.N. member states in New York on the inaugural report from the Multilateral Sanctions Monitoring Team.
  • The MSMT report documented North Korea’s arms and materiel transfers to Russia, Russia’s shipment of military technology to Pyongyang and the training of North Korean troops on Russian soil.
  • Formed by 11 countries after Russia vetoed the U.N. expert panel renewal in April 2024, the MSMT aims to provide ongoing, fact-based assessments of sanctions violations.
  • The United States reaffirmed its commitment to North Korea’s complete denuclearization and its determination to hold Pyongyang accountable for breaching U.N. sanctions.
  • More than 40 U.N. member states attended the briefing, underscoring global concern about deepening Pyongyang-Moscow military ties following Sergei Lavrov’s visit and fresh troop deployments.
