U.S. Orders Airlines To Ignore ‘X’ Gender Marker in International Passenger Data

The move implements President Trump’s directive that federal systems recognize only two sexes.

Overview

  • CBP’s APIS system stopped accepting the “X” option on Oct. 14 after a 90‑day transition that began with a July notice to airlines.
  • Carriers must enter either “M” or “F” even when a traveler’s passport displays an “X,” and CBP says airlines will not be penalized for the selection.
  • The requirement applies to international flights to and from the United States and does not affect domestic travel reporting.
  • Existing passports with an “X” remain valid under a U.S. District Court of Massachusetts order, and CBP says travel should not be blocked by the change.
  • New or renewing passport and Trusted Traveler applicants are being required to choose male or female, with the White House stating renewals must reflect sex assigned at birth.
