U.S. Names European Companies in Retaliation Threat Over EU Tech Rules

The public listing of nine firms signals a sharper turn in Washington’s pushback to EU digital enforcement.

Overview

  • The Office of the U.S. Trade Representative warned on X that it may assess fees or restrict foreign services in response to what it calls discriminatory EU actions against American providers.
  • The post explicitly identified Accenture, Amadeus, Capgemini, DHL, Mistral, Publicis, SAP, Siemens and Spotify as examples of EU firms with broad U.S. market access.
  • The warning follows a year of EU enforcement under the DMA and DSA, including penalties of €2.95 billion for Google, €500 million for Apple, €200 million for Meta and €120 million for X this month.
  • The European Commission said its rules apply equally to all companies and pledged to continue enforcement, as trade chief Maroš Šefčovič defended the bloc’s regulatory sovereignty.
  • No U.S. countermeasures have been implemented to date, but the escalation complicates ongoing negotiations following a broad trade understanding reached in July, and the USTR said similar steps could apply to other countries adopting EU‑style regimes.
