Overview

  • Secretary of State Marco Rubio announced on June 26, 2025, that the United States will bar visas for family members, close personal contacts and business associates of individuals sanctioned under President Trump’s executive order on drug cartels.
  • The measures invoke Sections 212(a)(2)(C) and 212(a)(3)(C) of the Immigration and Nationality Act to declare these affiliates ineligible for entry.
  • Rubio said the action is designed to deter and dismantle the flow of fentanyl and other deadly drugs into the United States.
  • The policy builds on existing authorities, complementing sanctions under E.O. 14059 and prior visa bans on controlled substance traffickers.
  • The State Department intends to leverage these restrictions to prevent cartel-linked individuals from exploiting U.S. entry and to discourage ongoing illicit trafficking.
