Overview

  • The 15% baseline tariff took effect at 12:01 a.m. EDT on August 7, applying to most EU imports not under Section 232 investigations.
  • Products facing Section 232 probes—including autos, pharmaceuticals, semiconductors, wine and spirits—are excluded from the initial tariff order.
  • Shipments and warehoused EU goods in transit before August 7 will maintain their previous status until October 5 under the first executive order.
  • The auto tariff reduction to 15% agreed by President Trump and Ursula von der Leyen in Scotland remains unsigned, keeping the current 27.5% levy in place.
  • US and EU officials are negotiating a final list of products eligible for zero-for-zero duties or lower most-favoured-nation rates as part of the phased trade framework.
