U.S. Grants Time-Limited License for Transactions With Rosneft’s German Units

Berlin says the carve-out preserves lawful operations for German-run refineries under U.S. rules.

  • The U.S. Treasury published a temporary license permitting business with Rosneft Deutschland and RN Refining & Marketing until 12:01 a.m. ET on April 29, 2026.
  • The authorization also covers any entity in which those two companies hold, directly or indirectly, a 50% or greater interest.
  • The move follows a German request, with Berlin arguing the subsidiaries are under state trusteeship and not controlled by Moscow.
